The increase in net position for the Grafton Water and Wastewater Utility is due to water and wastewater system improvements. The following graph compares the operating revenues to the operating expenses of each utility. The rate of return of the water utility for 2016 was 3.53 percent. The operating income of the water utility was $394,951 while the wastewater utility produced an operating income of $107,989, a rate of return of 0.55 percent.
